Весна переоценки: как меняется видение мировой экономики международными организациями
Аннотация
В 2024 г. серия докладов международных и частных исследовательских организаций дала осторожный и трезвый анализ ситуации в мировой экономике. За сложным экономическим подъемом 2011–2019 гг. последовали потрясения 2020–2023 гг. На фоне геополитических конфликтов мировая экономика перешла в стадию нервного подъема. Следует рассматривать текущую ситуацию как смену режима социально-экономического развития. В этой ситуации практически все основные акторы — от главы МВФ до папы римского — видят в мировых процессах те или иные серьезные риски и угрозы. Положительная динамика ВВП восстановилась, но на уровне более низком, чем было в начале XXI века. Китай поддерживает динамику мирового экономического роста.
Нынешняя картина мира представляется следующим образом: страны с формирующимися рынками и низкими доходами отстают по темпам экономического роста от более развитых без намеков на конвергенцию; экономика Евросоюза, по сути дела, стагнирует с рисками дальнейшего ухудшения экономических перспектив; и только США почти удалось вернуться к традиционным темпам экономического роста. Вялый мировой рост сопровождается значительным разбросом экономической динамики ключевых акторов. При низких приростах доходов ресурсы в распоряжении правительств сузились, особенно относительно усложняющегося потока проблем и задач. Циклический подъем выглядит слабым, а его драйверы на ближайшие два-три года (инвестиции в ВИЭ, электромобили и искусственный интеллект) могут придать ему определенный, но не слишком сильный дополнительный импульс. В целом мир задумался наконец над своим положением, но остается неясным, какие будут выводы и решения.
