Smart Cities and Green Infrastructure: Experience of Strasbourg, Moscow, Tula, and Tver

Abstract

This article analyzes the integration of green infrastructure and digital technologies in modern urban environments, using the international experience of Strasbourg (France) and the Russian cities of Moscow, Tula, and Tver as examples. Key aspects of the smart city concept are examined, including economic, social, and environmental aspects, as well as the role of digital twins, artificial intelligence, and the Internet of Things (IoT) in managing urban resources. A comparative analysis of data from 3,000 properties in four cities demonstrates that the integration of smart solutions related to green infrastructure can increase housing prices by 18–30% in megacities and by 10–15% in medium-sized cities. Based on the findings, practical recommendations are proposed for Russian cities on developing a sustainable urban environment with the integration of digital technologies and green infrastructure. Key recommendations include the implementation of pilot projects for digital monitoring of green spaces, the use of citizen engagement platforms, and the adaptation of successful European practices to local specifics.
