Голубая экономика как движущая сила устойчивого развития: пример Сейшел

Аннотация

Концепция голубой экономики способна изменить пути развития малых островных развивающихся государств (МОРАГ), позволив им по-новому представить свой потенциал роста в качестве крупных океанических государств (КОГ). В условиях постоянно присутствующих угроз изменения климата, таких как повышение уровня моря, закисление океана и неустойчивые погодные условия, МОРАГ сталкиваются с уникальными факторами уязвимости, которые требуют инновационных решений, основанных на использовании океана. Республика Сейшелы — пионер в области голубой экономики, запустившая в 2018 г. свою Стратегическую рамочную программу и дорожную карту в области голубой экономики. 

В этой статье рассматривается эволюция программы голубой экономики Сейшел, отмечаются ее достижения и неудачи. Например, пандемия серьезно ударила по планам развития экономики страны. Несмотря на эти проблемы, Сейшелы продемонстрировали свою устойчивость и предлагают ценный опыт для других стран, таких как Россия, которые стремятся к созданию устойчивых моделей роста на основе океана. В статье рассматриваются политические, институциональные и финансовые аспекты модели голубой экономики на Сейшелах, а также более широкие следствия для глобального дискурса голубой экономики. В ней предлагаются соображения, касающиеся передовой практики адаптивного управления, интегрированного морского управления и важности согласования экологических и социально-экономических аспектов развития с долгосрочными экономическими целями.
