Прогресс в достижении ЦУР 1. Шаг вперед – два назад в догоняющем развитии беднейших стран?

Аннотация

Цели устойчивого развития ООН были приняты в 2015 г., а их реализация предполагалась к 2030 г. Однако на середине пути, в 2023 г., успехи выглядят скромными, а нерешенные задачи требуют колоссальных усилий мирового сообщества в части консолидации и финансирования. Сложность реализации ЦУР во многом связана с изменившимися макроэкономическими условиями: мир сегодня далек от ожиданий мирового сообщества 8 лет назад. Вместе с тем именно в межкризисный период (2010–2019) оформилась повестка мирового развития, а также сформировались рамочные условия ее реализации. Данная работа посвящена сравнительному исследованию двух крупнейших кризисов последних лет и их последствий в контексте решения глобальных проблем на примере ЦУР 1 – ликвидация нищеты. Борьба с бедностью осложнена региональной спецификой и новыми внешними условиями: кризис глобального управления, рост суверенной задолженности, ужесточение денежно-кредитной политики развитых стран, недостаточный объем инвестиций, рост неравенства, а также приоритизация других целей при ограниченных финансовых возможностях мирового сообщества. Все это ставит реализацию ЦУР 1 и «Повестки–2030» в целом под угрозу и в то же время создает условия для пересмотра текущей повестки мирового развития.
